Trouble is, the city doesn't want to do it, and had to be dragged kicking and screaming into setting up the "experimental" (their description) off-leash areas that do exist. People come from many miles around to use the off-leash area at Gabriel Park, near where I live. At a meeting between dog-owners and park officials that I attended, the park person complained that the off-leash area at Gabriel was "overused." Well, yeah, when it's the only area in southwest Portland that's designated as off-leash. Duh. Plus, the city closes the off-leash area there for eight months of the year.
