It is the Illinois state bureaucracy after all. I expect the ridiculous from my home state -- sadly, I'm not surprised by it anymore.

Alas, too many of the petty think their jobs are in danger if they stray from the exact wording - while too many others couldn't keep up with horrendous workloads even by letting things slide. A conundrum wrapped in an enigma.
